Traditional methods of public procurement are becoming increasingly obsolete. Several Quebec municipalities are indeed faced with various procurement- related issues, particularly in the field of information technology (IT), and often face administrative, legal and technological barriers. To be better equipped to meet these challenges, five of the ten largest cities in Quebec as well as Quebec’s Ministère des Affaires municipales et de l’Habitation have completed the Advisory Service learning and knowledge sharing program on the open procurement approach and the neutral market analysis method.
